On the 18th, Jeollanam-do signed an ‘offshore wind power research and development and human resource training cooperation business agreement’ with Norway offshore wind power company Deep Wind Offshore (DWO), Western Norway University of Applied Sciences (HVL), Mokpo National University and Mokpo Maritime University.

At the agreement ceremony Jeollanam-do Province Governor Kim Young-rok, Ambassador of Norway to South Korea Anne Kari Hansen Ovind, Deep Wind Offshore Executive Vice President Hans Petter Øvrevik, Director of the Ocean Engineering Center at Western Norway University of Applied Sciences Liv Reiden Grimsbæt, President of Mokpo National University Song Ha-cheol, and President of Mokpo Maritime University Han Won-hee and others attended.

This business agreement is signed between Deep Wind Offshore, one of Norway's leading power generation companies and currently pursuing offshore wind power generation projects totaling more than 2GW in Yeosu and Wando, and Western Norway University of Applied Sciences, a leading university in the field of marine renewable energy, as well as Mokpo National University and Mokpo Maritime University. This is to strengthen cooperation for offshore wind power research and development and training of customized human resources.

The main contents of the agreement include international joint research planning for offshore wind power, development of technology to optimize power generation complex construction and operation, development of professional and skilled manpower curriculum, and mutual human exchanges including the operation of exchange student programs.

Governor Kim Young-rok said, “I am confident that the agreement will lead Jeollanam-do's large-scale offshore wind power project to success and become a catalyst for Jeollanam-do's offshore wind power industry to leap forward beyond South Korea and into a base for expansion into the Asia·Pacific region.” He added, “In the future, Norway, Deep Wind Offshore, “We will continue our close partnership with Western Norway University of Applied Sciences, Mokpo National University, and Mokpo Maritime University, and promote a 30GW large-scale offshore wind power project to create quality jobs and build a vibrant Jeollanam-do,” he said.

Executive Vice President Hans Petter Øvrevik said, “Deep Wind Offshore, which has taken root by operating a local office and project in Jeollanam-do, is pleased to participate in the cooperation between South Korea and Norway’s leading marine energy academic institutions,” “We will nurture future manpower and combine expertise in various fields. And will contribute to the development of the local offshore wind power industry.”

Deepwind Offshore was established in 2020 through joint investment by the 4 major energy companies in Norway and the UK. Large-scale projects of more than 10GW are being developed in Norway, South Korea, Sweden, etc. In addition, Western Norway University of Applied Sciences operates 5 campuses on the western coast of Norway and is a prestigious university focused on science and engineering that focuses on fostering marine engineering and energy environment fields.

Norway is an eco-friendly country that supplies 98% of its electricity from renewable energy and plans to increase offshore wind power to 30GW by 2040. As the world's largest floating wind power plant is in operation, it is expected to be of great help in promoting offshore wind power projects on the southwest coast in the future.

Jeollanam-do is making efforts to foster offshore wind power as a representative industry in the southwest coast, surpassing shipbuilding. Last April, an offshore wind power investment agreement was signed with Denmark's Vestas, the world's No. 1 wind turbine company, and Denmark's Maersk, the world's largest integrated logistics company.

We plan to continue to strive to create an offshore wind power industry ecosystem to revitalize the local economy and create quality jobs to overcome local extinction and realize balanced development.
