J-Project Kicks Off Construction

The development project of Southwest Coast Tourism and Leisure City (known as J-Proejct or brand name SolaSeaDo), which is on the South Jeolla Province’s top of the agenda, held its groundbreaking ceremony last week. The ceremony was held on 13th in Haenam Guseong construction site.

The participants of the ceremony included Prime Minister Jung Hong-won, Governor of Jeollanam Park Jun-young members of the National Assemble and 1,000 local residents. The ceremony comprises the performance by pungmul band and invitation singer, progress report, brand announcement, welcome speech by provincial governor, congratulatory address by the prime minister and ceremony blasting.

SolaSeaDo has gone through development initiative approval procedures, transfer of reclamation licenses and enforcement plan approval procedures for eight years and finally kicked off its project with the ceremony after 10 years of time.

Guseong site, the first development object jointly suggested by Jeollanam and the special purpose company Southwestern Coast Tourism & Leisure City, received the approval for final design from the Ministry of Culture, Sports and Tourism last year after many complications.

The project comprises the development of 10 golf courses, bio-energy facilities, medical facilities, convention centers, marina facilities, horse-riding tracks and accommodation facilities in a 2.096㎢ site. It plans to construct a tourism-leisure city with the population of 18,000, and a total of KRW one billion will be invested for the construction.

SolaSeaDo project includes the development of Guseong, Samho (8.7㎢), Sampo (4.3㎢). The total site area is about 33.9㎢, and KRW 1.87 billion will be invested just for the urban development.

The province expects that KRW 15.5513 billion of productivity, KRW 4.5598 billion of income, KRW 13.4855 billion of added value and 155,400 of employment opportunities will be generated upon the completion of the development of three sites.

President Park Geun-hye said during the trade-investment promotion meeting in July that “The government should work hard to check the development process of company towns and resolve any difficulties, making those company towns the hope of the local communities”, showing the government is intended to support the project.

Prime Minister Jeong as a representative of the government said in his congratulatory address that “The government will do its best for the success of SolaSeaDo project”.

The company town project began in 2004 as a part of the national policy project in a bid to achieve balanced development by easing overpopulation in the metropolitan area and developing the rural area. Four company town development projects are currently in progress. Yeongam, Haenam and Taean will be developed as tourism & leisure towns, while Chungju and Wonju are designated as knowledge-based towns.

The brand name SolaSeaDo combined English words Solar and Sea. It demonstrates the energetic and youthful atmosphere of the marina leisure cities.

The project is expected to help Jeollanam become the hub of the Northeast Asia’s leisure industry by connecting more than 18 cities with the population of 5 million in Korea and neighboring nations such as China and Japan with less than 2 hour flying hours.

Upon the ceremony there were movements of investment in the United States, China and Japan, raising hope for Jeollanam of a great success of the project.

“The groundbreaking ceremony will help Jeollanam to shake off concerns and ensure the government support. We will do our best to successfully complete the SolaSeaDo project,” said Lim Chae-young, an official of the province.
