Dear citizens of Jeollanamdo!

The year of 2018, which was the first year of the 7th local government by popular vote that started with your hope and support.

First of all, I want to share my words of comfort and encouragement to you for keeping where you live in the midst of hard situations for the past year.
We appreciate you for showing interest and support which helped the 7th popular local government to be run smoothly in this historical great turning point that opens the new millennium of Jeollanamdo.
Also, we want to share our thanks for the projects from the 6th popular local government such as tending ‘islands I want to visit’, making ‘Jeonnam in the woods’, Namdo literature renaissance, and building energy valley, which have been successful to be the pillar of the 7th popular local government.
Upon this I have so far gathered all my ability in the purpose of making ‘the land of life, Jeonnam the best,' ‘Jeonnam happiness era where my life changes’.
With sketching for the grand new millennium in mind I have run the race to make the framework of the 7th popular local government projects and to bring forth meaningful changes by solving the urgent local issues as fast as possible.
As a result of that, I could see the limitless potential in several different fields in this difficult situation, and I could check the vision of ‘Jeonnam happiness era’ once again.

Firstly, by securing 6,810,400 million KRW for the next year’s state funding, which is 808,800 million more than this year, we’ve set the foundation for the local development.
With your support, we’ve made the achievement much higher than what we’ve expected.
The secured funding is for long-cherished projects such as electrifying the Gyeongjeon line and extending the runway of Muan International Airport and many key projects to lead the local development such as agricultural research complex for climate change.
I will do my best for the advanced procedures such as reviewing the operation plan so that the precious secured budgets can be led to the local development as soon as possible.

Secondly, the continuous achievements that will guarantee the development of Jeonnam in the field of economics and industries are brightening the future.
On August 2018, outskirt of Naju Innovation City was designated as a candidate for the energy industry centered national industrial complex. The Ministry of Commerce, Industry, and Energy also approved the road to Yeosu Gyeongdo Marine Tourism Complex.
We also held ‘e-mobility expo’ for the first time in Korea in October 2018, which clearly showed the possibility e-mobility has as the tomorrow’s transportation and tomorrow’s new industry for Jeonnam.

Moreover, Yeosu National Industry Complex, that was having trouble in attracting additional investment due to the problems such as industrial water, site, and wastewater treatment, is in the process of finding the solutions in cooperation with the National Assembly, related departments, Yeosu, and others, with efforts such as providing additional 0.1million ton of water for industrial use per day.
There were also achievements in attracting the investments from the companies. We approved ‘attracting a thousand companies to the energy valley’ as the first to be approved in the 7th popular local government and we did our best to attract companies. As a result, we could make the achievement of making investment agreement of 746,400million KRW with 170 businesses.
With this as the foundation, we will do our best for raising the new growth engine industry and revitalizing the major industries.

Thirdly, the opportunity was made for the tourism, culture, and sports field to become the future major industry of Jeonnam.
Through the ‘2018 Jeonnam International SUMUK Biennale’ which was held from the September to the October in Mokpo and Jindo, we could see the international potential of growth of ‘sumuk’.
On April 2018, Mokpo was selected to hold the National Athletic Meet in 2022. Also, the athletes of Jeonnam have made outstanding achievements domestically and internationally and raised the pride of the citizens. Their rank was up by 3 in the National Sports Festival (13th → 10th) and National Sports Festival for the disabled (12th → 9th) and they acquired 8 medals in the Asian Para Game.
International airlines of Muan International Airport is now 9 lines. Its users reached 560 thousand, and are expected to be over a million by next year. The airport is making its place to the south-eastern hub airport true to its name.
Moreover, after reaching the 3rd place last year in the ‘summer vacation satisfaction survey,’ co-hosted by Sejong University Tourism Industry Research Center and Consumer Insight, we’ve reached the 2nd place this year.
We were also selected as the ‘exemplary organization’ for the 3 years in a row at the ‘Tourism Site Likability Evaluation’ from CULTUREMKT. Yeosu, Boseong, and Jindo were also put their names on ‘2018 Korean Tourism Star’ by Ministry of Culture, Sports, and Tourism.
For these green lights to be connected to the hosting of the tourists, we will open up the ‘New Tourism Era for the South Sea’ by international and domestic promotions, securing tourism infrastructure, and so on.
Fourthly, there are notable changes in agricultural, animal husbandry, and fishery industries.
We were selected as the most exemplary organization in the ‘agricultural policy evaluation’ the MAFRA held over cities and counties, proving the excellence of our agricultural policies. On November 2018, Hampyeong-gun was selected as a candidate for a moving site of Department of Husbandry Resource Development of National Institute of Animal Science.
Also, in the open competition of ‘Fishing Village New Deal 300,' which was promoted with focus by the Moon Jae-in’s government for bettering the living condition of the fishing villages and vitalizing the fishing village tourism, Jeonnam achieved the most of the places in the country by 26 places.
Through these achievements, we will promote in making the agricultural, husbandry, and fishery village where ‘I want to go, I want to live’.

Fifthly, we have meaningful achievements in win-win development and balanced development of the area.
On August 20, we gathered our idea with Gwangju through ‘Gwangju-Jeonnam Win-win Development Committee’ to solve the local issues by newly finding and promote 9 win-win projects including the Muan International Airport agreement.
On the 20th, 3 cities and counties around the South Sea including Jeonnam, Gyeongnam, and Busan agreed on ‘South Sea Win-win Development Agreement’, which includes such as building transportation infrastructure and raising South Sea metropolitan economic belt.
We will develop the South Sea into the new axis of Korean development by operating ‘South Sea Win-win Development Association’.
Also, we have decided to build a general complex at the east of Jeonnam. It is a complex that merges all the administrative and funded organizations in the East with communicative and cultural space. We will speed the building up so that the citizens living at the East may have better general administrative service provided.

Sixthly, we promoted several policies so that you may feel the happiness in a safe environment.
We focused on the ‘happiness policies’ that decreases the welfare blind spot and increases the happiness of the citizens in where they are by supporting the per-class management fee for the daycare centers for the first time in Korea, offering service for the daycare teachers who passed the certification, supporting the fire insurance fee of the traditional markets, etc.
It was a year with lots of natural disasters such as typhoons, cloudbursts, and heat wave. The county budgeted 35,000 million KRW proactively to minimize the damage and received the national support of 73,100 million KRW to restore the damage as soon as possible and to rationalize the crop support price so that the people who were damaged could restore their daily life.
From now on as well, we will increase the happiness index of the citizens by continuously finding out the new policies to realize the Jeonnam Happiness Era.
Finally, we received several awards and incentives in several different fields for our excellence.
From the central government, we’ve received 70 awards and 140,000 million KRW as a financial incentive. This includes the ‘first place’ prize for the 11-year straight in the evaluation of active local labor-management-people-government cooperation.
We will do our best in each and every field so that we could achieve once again what we achieved this year.
Albeit these achievements, there are regretful matters as well.
Despite the intense trial to increase the integrity, we’ve got the 4th grade, which is low, failing to meet your expectation.
We will modestly accept the result, and once again remind ourselves that integrity is the innovation and the competitiveness. We will prepare special measures for it such as intense management of the parts with weak integrity.
Also, we focused on big-scaled local issues such as Smart Farm Innovation Valley and building of Heuksan Airport, but could not achieve what we desired.
We will do our best in the preparation so that we can get selected for the Smart Farm Innovation Valley competition next year. For the building of the airport, we will set the goal to start building it next year and will do our best for the National Park Plan Changing Review to be passed as soon as possible through forming the citizen’s sympathy widely.
I am also so sorry for the decreasing population, the lowest degree in transportation local safety index, and the job creation that couldn’t meet your expectation.
Along with setting the making of good job places as the first priority assignment of the county, we will put our best effort to secure your safety by projects such as halvening the people dying from car accidents.

The 7th local government by popular vote could set the framework for the new millennium of Jeollado this quickly and now it’s facing a new year. It was only possible because you were with us.
Now we are ready to set sail. By maximizing the achievements and complementing what was lacking, we will do our best to open up ‘land of life, Jeonnam the Best,' ‘Jeonnam Happiness Era’.
The situations are not very bright domestically and internationally. However, we’ve seen many opportunities and visions in several fields. With that at our back, we are to make a big step forward with you.
We will ambitiously promote key parts necessary to build the new millennium, including creating good jobs through raising future new growth, building tourism industry including making new growth tourism belt for the South Sea, and raising the talents for the new millennium.
You’ve done a great job for this year.
