Last year, the 7th local government by popular vote, which started its term with new hope, sketched for the ‘Jeonnam Happiness Era’ under the basis of ‘Citizen First’ ― to think the citizens at the first.
So far by your generous support and encouragement, the state work of the 7th popular local government could get on track in the early stage and could achieve several meaningful achievements.
Especially building the foundation of the new growth industries such as energy new industry, biomedicine, and e-mobility will create new jobs and revitalize the local economy, being the strong growth engine to lead the future of Jeonnam.
Also, it will be a much-needed foundation for building the new history where Jeonnam is the ‘Land of Life, Jeonnam the Best’ from the history of ‘alienation and lagging’.
From this year, we will open up the ‘Jeonnam Happiness Era where my life changes, Jeonnam Success Era’ by sprouting the seeds of hope sowed last year and raising them strongly.
We will set our focus on the ‘happiness of the citizens’ and unfold the happiness-feeling policies in several different fields so that you may be able to feel the difference at where you are.
Firstly, we will focus all of the ability in making good jobs by strengthening the innovative growth of the local industry and the competitiveness of small. businesses.
Most of all, we will focus on growing new engine industry that will lead the future local development, such as energy, biomedicine, e-mobility, and aerospace.
With KPECO TEC we will make the ‘energy science park’ where the industry-academy-institute are integrated by building energy convergence industry complex and ESS proof infrastructure so that Naju Innovative City can be the key point of the national energy new industry.
With our comparatively strong infrastructure of national microorganism support center and vaccine commercialization, we will build the ‘convergence bioindustry belt’ that will lead the global vaccine market.
We will raise the e-mobility industry field into a new growth engine by operating the business support system such as e-mobility knowledge industry center.
Also, with the Goheung Space Center in its center, we will connect the vitalization of research, education, hands-on, and tourism. We will raise the drone industry as well with the UAV-Specialized Knowledge Industry Center at the center.
We will set an opportunity for the traditional major industry of shipbuilding, petrochemistry, and steel to leap once again.
We will try to diversify the shipbuilding industry by efforts such as promoting the Western Maintenance depot of Maritime Police with the budget secured last year and securing the foundation for supporting medium and small ships.
By building platforms for developing new materials such as high-tech rubber we will promote to heighten the petrochemistry industry. And by raising the light material parts industry such as magnesium we will guide the steel industry to the high-tech steel material industry.
Moreover, we will expand on the provision of smart factories and raise the competitiveness of small businesses by raising small giants.
Along with this, according to the job creation roadmap of the 7th popular local government, we will pour our active effort in making good workplaces by such as expanding the youths to their village and to their future project, raising socioeconomic businesses and town communities, and expanding customized investment briefing.
Secondly, with our excellent sceneries and cultural/artistic assets we will raise the cultural tourism industry as the tomorrow’s key industry.
We will raise our excellent islands and maritime resource into the world-class tourism spot.
We will build ‘South Sea New Growth Tourism Belt’ that raises the main points of the South Sea into convergence tourism industry points, developing it into the new growth axis that supports the H axis of the Korean Peninsula.
We will secure the tourism infrastructure that is connected with Jeonnam’s very own tourism resources such as vitalizing experiencing tourism, raising marine leisure industry, and building marine healing complex using the island and maritime resources
We will raise Yeosu into international MICE centered city by building ‘international exhibition and convention center’ and hosting international assemblies such as ‘2022 UN Climate Change Conference(COP)’.
Thus, we will unfold several policies that can connect the island/marine tourism with the land tourism based on the Seomjin River and Yeongsan River.
Based on the success of the ‘Jeonnam International SUMUK Biennale’ last year we will promote building the sumuk biennale hall. Also, we will continue on building the ‘County Art Museum’ planned to open in 2020 so that the cultural art resource of Jeonnam can become the world-class cultural contents.
With the 2022 National Sports Festival at Mokpo as the opportunity, we will devise for the diversified measures for the Jeonnam sports to take a step forward.
In accordance with the government’s plan to expand the local life SOC, we will expand greatly on the sports and cultural facilities so that you may be able to use sports and cultural facilities more easily.
Thirdly, by expanding on the eco-friendly and smart agricultural and fishery industry, we will increase the income and make ‘farming, mountain, fishing village I want to live’ for all.
We will increase the sustainability by expanding on the Eco-friendly agricultural and fishery industry.
We will diversify the rice-centered environment-friendly certification to the fruits and vegetables and guide the industry to the organic farming centered Eco-friendly farming.
By forming Eco-friendly husbandry convergence complex as massive agricultural industrial complex in the mountainsides to build clean and effective husbandry environment.
We will secure the environment-friendly fishery foundation by building environment-friendly farms, providing energy reducing equipment, etc. Also, we will promote the ‘zero marine waste project’ to protect the marine resource for future generations.
Also, we will build the industrial foundation for the future food industry corresponding to the accelerating subtropicalization of the Korean Peninsula. We will set the massive ‘agricultural cluster’ with research, cultivation, processing, hands-on facilities of the subtropical crops, and will build the ‘new income subtropical complex’ per the sections.
As well, we will develop and propagate the subtropical crops such as mangapple, myrica, dragon fruit, and Cheonhyehyang and the high productivity marine species such as (해풍1호).
We will make the agricultural and fishery village into ‘where I want to stay’. We will set the downtowns into the base for the basic life of the village where the economy and culture integrates and will revise the staying condition of the fishery village from the ground up by the ‘Fishery New Deal’ project.
Fourthly, we will expand on customized happiness policies so that none of the adolescents, elderlies, specially-abled, women and small business holders will be left behind.
We will improve on the birth environment of the weak area by increasing the number of public postnatal care center and visiting obstetrics. Also, we will continue on improving on the publicity of the child care by supporting per class management fee of the daycare center and giving incentives to the workers at the daycare center.
We will support the students to be able to grow in the better environment by supporting the textbook fee of the high school freshmen, expanding the field study fee for the middle school students from multicultural families, etc.
We will make the environment for the youths to gather and settle to Jeonnam by newly supporting youth job-seeking benefit, housing support fee, etc. and expanding the youth long-service encouragement grant.
We will continue to expand the welfare policies for the elderlies such as expanding the kodokushi watchers, increasing the public bathhouses for the villages, and supporting vaccinating for pneumonia and shingles, and will increase the workplaces for the elderlies drastically.
Also, we will build the general support system for the patients with dementia by installing ‘dementia center’ in the 22 si/gun health centers.
For the specially-abled to enjoy the daily life without inconvenience we will expand the call taxi and non-step bus for them and install ‘Lifetime Education Support Center for the Seriously Developmentally Challenged’ to increase the social adaptation ability of the specially-abled.
We will also support the welfare and the secure life for the women by increasing the funding for ‘women agricultural and fishery worker happiness voucher’ and keeping hosting women’s job fairs.
To expand the credit guarantee of the small business holders, we will spend 60,000 million KRW more this year, and support them to raise the ability to stand alone by supporting traditional market fire insurance fee and the Yellow Umbrella club, issuing New Millennium Voucher, introducing Jeonnam Pay, etc.
With this, we will keep on reducing the welfare blind spot by additionally creating agricultural worker’s salary system and materialize operational direction of the ‘Jeonnam’s own Basic Income’.
Fifthly, we will continuously expand the major SOCs to lead the local development, and make pleasant and safe Jeonnam.
As a result of active effort, we could secure the national budget of 1,212,100 million KRW for SOCs, opening us the way to solve the long-abiding projects such as electrifying Gyeongjeon line and extending the runway of the Muan International Airport.
We will go through the primary procedures such as validity re-review and setting basic plans as soon as possible so that the precious budget can be used quickly.
For Muan International Airport, we will promote its vitalization actively by expanding the amenities, diversifying international lines, designating a complex for aircraft maintenance industry.
As for the Heuksan Airport, we will set it our goal to start the construction this year, doing our best for the National Park Plan Change Review of the Ministry of Environment to be passed as soon as possible by forming the national sympathy widely.
Also, to improve on the settlement environment of the city we will actively promote the ‘urban regeneration New Deal project’ with citizen participation for the areas where the maintenance is much needed including old downtowns and old uptowns, making the original downtowns good places to abide and vitalizing them.
We will concentrate our ability in making Jeonnam safe from the ground, safe every day. To reduce the mortality rate of the 4 fields of car accidents, suicides, fires, and infectious diseases we will proactively block the harming factors.
Especially, we will focus on reducing the mortality rate of the car accident field. We will increase the budget by 14,200 million KRW (15,500 → 29,700 million KRW, 92%) to improve on the urgent parts such as revising the traffic safety facilities, increasing the traffic cameras, maintaining the pedestrian environment for the shoulder of the road, etc.
Finally, we will realize the ‘citizen first’ business, and put our effort in raising the new generation of the innovative talents.
We will strengthen the communication with the citizens through events such as ‘BnB meeting’ and ‘talk with the citizens’, and will increase the opportunity to participate in the county business by operating ‘online citizen petition system’.
Also, we humbly accept the integrity survey result from the last year and remind ourselves that integrity is the innovation and competitiveness, making severe measures to manage the areas prone to be corrupted.
To raise the talent to lead the new millennium we will promote actively the ‘New Millennium Talent Raising Project’.
To systemically raise the innovative talents in various fields, we will quickly establish the ‘Jeonnam Innovative Talent Raising and Supporting Plan’ with your opinions reflected.
Also, we will expand the talent raising funding by the income from the ‘Citizen Development Center’ and new sources to use it for teen scholarship support and global talent raising resource. Also, we will concentrate on finding and raising the talents that will lead the future of Jeonnam including innovative leaders per the industry fields.
BY founding Jeonnam Peace Corporation we will prepare a secure promoting system for the North-South Korean Exchange Projects, and will actively promote exchange projects in various fields such as culture and art, sports, and agriculture and fishery industry.

2019 is an important year. It is the 100th year after the establishment of Korea, and the year where the new millennium starts for the Jeollado.
With this deep meaning of the Gihae year in our heart, we will make the happy changes that everyone can experience in their own place one by one.
